The Senior Cost and Pricing Officer is a member of the JSI International Division new business development team and is responsible for preparing cost proposal budgets across a variety of donors ensuring successful completion and responsiveness of JSI’s proposals for new business. The Senior Cost and Pricing Officer will work with finance and program staff across the International Division to develop program budgets and budget narratives in response to funder requirements and in compliance with organizational policies. This position ensures the submission of accurate and cost-efficient budgets that offer the best value to the funder, including USAID and other US government agencies, bilateral entities, and private foundations and funds. The Senior Cost and Pricing Officer will also develop and update proposal pricing tools and job aids, and provide internal training.

This position is supervised by the Senior Advisor, New Business Development.

Position Responsibilities:

  • In response to funder requirements and in compliance with organizational policies, leads proposal budget development for proposals ranging in value from under one million up to several hundred million dollars
  • Works with assigned cost proposal budget reviewer to trouble-shoot complex budgeting issues and solicitation requirements and ensures review feedback is incorporated into final budgets
  • Collects cost inputs from a variety of internal/external sources to ensure competitive market prices and accurate information
  • Analyzes, makes recommendations, and communicates issues or concerns regarding cost applications and proposal requirements to internal stakeholders for timely discussion on bid response
  • While leading budget development, provides substantive inputs to guide decision-making on overall design of application
  • Supports completion of other cost-related documentation during the final production stages of the proposal, as needed
  • Prepares questions to submit to funders if further clarification is needed
  • Assists in responding to donor’s request for clarification and further information as it relates to applications and proposals; work with the International Division Director of Finance & Operations and Director or Awards Management & Compliance as needed
  • Upon award, work with the International Division Director of Finance & Operations to transition budgets for implementation
  • Develop and train staff on pricing tools and guidance
  • Seek efficiencies and adaptive cost and pricing strategies in an evolving industry and organization
  • Work on new business special projects, as identified and needed

Qualifications:

  • Bachelor’s Degree required; Finance/Accounting or related field preferred;
  • Minimum of 5 years’ relevant experience
  • Demonstrated advanced experience with MS Excel
  • Strong knowledge of USG rules and regulations (2 CFR 200, FAR, AIDAR) including cost principles and familiarity with solicitation mechanisms and contract types (i.e. cost reimbursement, fixed price, time and materials)
  • Experience with indirect cost recovery methodologies and budgeting of non-USG clients
  • Excellent organizational, time management skills and strong written communication skills
  • Ability to communicate effectively with multiple organizational and professional levels, including multiple cultures
  • Ability to multitask and manage competing priorities, takes initiative to solve problems
  • Ability to manage intense, deadline driven process
  • Demonstrated excellent attention to detail.

About HCDExchange

The HCDExchange is a knowledge hub dedicated to exploring how human-centered design (HCD) can improve sexual and reproductive health (SRH) needs and rights for young people (HCD+ASRH). It is managed within JSI’s Center for Health Information, Monitoring and Evaluation (CHIME), a technical assistance, research, and knowledge group dedicated to improving the quality of health information and increasing evidence-based decision making in the health sector. The HCDExchange convenes a global Community of Practice (CoP) that drives, shares and increases learning to help shape this field. The CoP consists of implementers, funders, designers, evaluators and youth who share our vision. We focus on low-resource settings, with a particular focus on countries in Sub Saharan Africa and South Asia. The HCDExchange aims, through our learning, to accelerate the field of HCD+ASRH and thereby elevate young people’s agency and transform sexual and reproductive health outcomes for youth and adolescents.

Why we want to engage you:

The HCDExchange is looking to create a roster of designers with expertise across the HCD process. As part of its technical assistance model HCDExchange will offer support to global health organizations that are looking to integrate HCD into their organizations and programs.

This call for application has been established to meet HCDExchange’s objective of creating a roster of vetted candidates who are ready for immediate selection in anticipation of continuous needs for design technical assistance. The roster of designers will be reached out to, as and when there is a technical assistance requirement for an organization. Depending on the scope of work and timelines of the requirements that organizations have, they will be engaged based on their availability and expertise. The scope of the technical assistance that HCDExchange will offer includes strategic design direction, and application and integration of HCD processes and methods within the organizations or its programs.

What you might expect from this engagement:

In collaboration with the HCD Specialist, design consultant/s, and program implementers in potential global health organizations, the design consultant will:

  1. Support members of the HCDExchange Secretariat in defining a strategic direction and process for the organization’s brief.
  2. Work collaboratively with the HCDExchange team members and team members of the organization to implement activities agreed upon.
  3. Facilitate and lead engagements or workshops with support from the HCDExchange Secretariat.
  4. Document the process of technical assistance alongside the HCDExchange Secretariat members.

What we are looking for:

  • Experience in applying HCD methods and processes across varied contexts and organizations.
  • Experience in conducting research activities and eliciting and interpreting insights from various audiences into usable learnings that clearly communicates the audience experiences.
  • Experience in planning and facilitating co-creation and ideation workshops, and synthesizing learnings that emerge from the workshops to drive strategic decisions.
  • Ability to build capacity and create resources that enable other members of the organization's team to take on facilitation roles.
  • Experience building and iterating on prototypes and testing them with relevant audiences for feedback.
  • Experience in using design softwares to build prototypes.

  • A formal education in Design (Visual/Graphic, Interaction, Product, Industrial, Service, etc.) A Masters Degree would be considered a plus.
  • Qualification in and/or significant experience (5 years) using human centered design (design research / design thinking) research methodologies preferred. Experience working in the social impact sector particularly in projects related to global health.
  • Experienced global field researcher; ability to professionally manage research methods, and work within a team environment.
  • Knowledge of emerging research approaches, tools, and ways to present findings.
  • Outstanding written and oral communications skills.
  • Work well independently and in teams.
  • A portfolio of HCD projects with a clear summary of contribution to the project.

Duration of the Assignment

The period of this consultancy agreement will be spread over from April 2023 to September 2023. Upon pre-qualification, the exact number of hours/days will be determined based on the assignment and in consultation with the HCDExchange team.

What we are looking for:

We are looking for a senior-level Human-Centered Designer to support our team across the HCD lifecycle, with a particular focus on embedding HCD into programs, design research, synthesis, prototyping, facilitation, design strategy, and business development. This is a unique role to engage with our team to support the application of HCD to Global Health and to take it to the next level of impact. Our ideal candidate has the following:

  • A minimum of 7-10 years experience in design, with proven experience leading human-centered design projects and teams.
  • Experience in applying HCD methods and processes across varied contexts and organizations.
  • A record of strong client-facing engagement and the skills to turn client needs into clear, articulated scopes of work and budgets.
  • End-to-end experience managing design activities across the human-centered design process, including solid design research skills, iterative design and prototyping, and usability testing facilitation.
  • An excellent portfolio showcasing in-depth knowledge and experience in Interaction Design and Service Design across varied users, business problems, systems, and services.
  • Experience conducting research activities and eliciting and interpreting insights from various audiences into usable learnings that communicate the audience's experiences.
  • Experience planning and facilitating co-creation and ideation workshops and synthesizing workshop learnings to drive strategic decisions.
  • Ability to build capacity and create resources that enable other members of the organization's team to take on facilitation roles.
  • Experience building and iterating on prototypes and testing them with relevant audiences for feedback.
  • Experience in design tools such as Mural, Sketch & Figma.
  • Strong presentation design, concise, influential communication.

What you’ll do:

  • Collaborate closely with the integrated HCDExchange team to co-create solutions through the HCDExchange knowledge hub services and products for the HCD and Global Health ecosystem
  • Support efforts to win new technical assistance to the HCDExchange by attending client meetings, translating client needs, and providing technical inputs into scopes of work, proposals, and budgets
  • Understand and articulate the value of design in Global Health programs and bring mastery of the design process and exceptional execution skills, with the ability to own and guide design-related activities within a broader team environment
  • Support members of the HCDExchange Secretariat in defining a strategic direction and process for supporting organizations seeking to embed HCD into their programs
  • Partner with and advise the team members on the design and execution of programs based on your insights and user engagement throughout the HCD process
  • Work collaboratively with all disciplines of a software development team and within the design system standards to create intuitive solutions
  • Facilitate and lead engagements or workshops with support from the HCDExchange Secretariat

Application Requirements

  • Formal education in Qualitative research, ethnography, innovation, business, and/or Design ( Visual, Graphic, Interaction, Product, Industrial, Service, etc). A Masters Degree would be considered a plus
  • Minimum 5 years of experience applying human-centered design and systems thinking to create solutions as a consultant, in a design firm or a social impact organization, particularly in projects related to global health is preferred
  • Expert knowledge of HCD and design thinking methods and tools: Strong research, synthesis, ideation, and visual storytelling skills. Strong ability to present information in a concise, insightful, and structure both written and oral. Ability to communicate the power of design to stakeholders from varied backgrounds
  • Knowledge of emerging research approaches, tools, and ways to present findings
  • Experience working remotely with a diverse team: Strong grasp of remote interactive working tools like Miro, Zoom, and Google Slides, among others. Ability to engage with diverse teams through remote channels and collaborate seamlessly to conduct remote research and generate high-quality outputs
  • Work well independently and in teams
  • A portfolio of HCD projects with a clear summary of contributions to the project
  • Past design experience with Global Health and/or Youth and young professionals is a plus
